Removing the licence module (lib/Licensing) or otherwise tampering with the build no longer breaks the
rest of Nextcloud. The background jobs (index, previews, janitor), the file-event listener, the
SweepCache repair step, the setup check, the ServerProfiles service and the admin settings took licence
classes as constructor arguments, so a missing module made dependency injection throw: cron.php aborted for
the whole server, core file operations could fail through the listener, and the settings page returned 500.
They now resolve the licence guard lazily (after the injected integrity probe), so a removed or changed
module cleanly stops only this app. The occ commands refuse cleanly when the module is missing.
The Licence settings section now shows an "app files were changed" state (en+ro) when the integrity check
fails, instead of still reporting the licence as active.
