Removing the licence module (lib/Licensing) or otherwise tampering with the build no longer breaks the
rest of Nextcloud. Background jobs, occ commands, event listeners (including the Files sidebar listener,
which runs on every file view), the setup check, services and the admin settings used to take licence
classes as constructor arguments, so a missing module made dependency injection throw: cron.php aborted
for the whole server, the Files app and settings could fail with 500. They now resolve the licence guard
lazily, after the injected integrity probe, so a removed or changed module cleanly stops only this app.
The Licence settings section shows an "app files were changed" state (en+ro) when the integrity check
fails, instead of still reporting the licence as active.
