Removing the licence module (lib/Licensing) or otherwise tampering with the build no longer
breaks the rest of Nextcloud. Background jobs, occ commands, event listeners (including the
sign-in listener that runs on every login), the setup check, the detection/change-watch services
and the admin settings used to take licence classes as constructor arguments, so a missing module
made dependency injection throw: cron.php aborted for the whole server, the login page could fail
and the settings returned 500. They now resolve the licence guard lazily, so a removed or changed
module cleanly stops only Sentinel.
The Licence settings section shows an "app files were changed" state when the integrity check
fails, instead of still reporting the licence as active.
