Removing the licence module (lib/Licensing) or otherwise tampering with the build no longer
breaks the rest of Nextcloud. Background jobs, occ commands, the setup check and the settings
pages used to take licence classes as constructor arguments, so a missing module made dependency
injection throw: cron.php aborted for the whole server, the admin/personal settings returned 500
and the log filled with fatals. These contexts now resolve the licence guard lazily (after the
injected integrity probe), so a removed/changed module cleanly stops only this app.
The Licence settings section now shows an "app files were changed" state when the integrity
check fails, instead of still reporting the licence as active.
